Bug Details
The issue impacts PCs installed using media created with updates released between October 8, 2024, and November 12, 2024. However, devices updated via Windows Update or the Microsoft Update Catalog remain unaffected.
Mitigation Steps
To resolve the issue:
Rebuild installation media with the December 2024 patch (released December 10).
Reinstall Windows using the updated media.
